Zero in Multnomah, not zero in Washington County

Oregon’s constitutional ban on new transfer taxes, approved by voters in 2012, left one survivor: Washington County’s transfer tax, in place since the 1980s and applied to every sale in Beaverton, Hillsboro, Tigard, Tualatin and the rest of the county. Cross the line into Multnomah or Clackamas and the tax is zero.

A Portland metro escrow company closes on both sides of that line every day, and its net sheets have to know which side the property is on. Ours do: the transfer tax line reads zero with an explanation in every Oregon county but one, and applies Washington County’s rate, split by custom, when the property is there.

It is a small piece of logic that a national template does not have and a Beaverton listing agent will test on the first estimate.

The metro, the Valley, the coast and Central Oregon

Multnomah, Washington and Clackamas counties are the Portland metro, a high-volume market where Realtor relationships decide who gets the escrow and the site’s job is to be the fastest agency to open a file with. Marion and Lane counties are Salem and Eugene, steadier markets with the state government and the university at their centers. Deschutes County around Bend is a relocation and second-home market whose buyers search from California and Seattle before they have an agent. Jackson County around Medford and the coast have their own agents and their own remote parties.

Does Oregon have a real estate transfer tax?

Not statewide. Oregon’s constitution prohibits new transfer taxes, so the state and nearly every county levy none. Washington County’s pre-existing tax was grandfathered and still applies there. Our calculators apply it only for Washington County property.
