Four tiers, one sale, and a listing agent who checks

Washington’s excise tax is not a rate; it is a schedule. The first tier of the sale price is taxed at the lowest rate, the next tier at a higher one, the next higher still, and everything above the top threshold at three percent, and the state adjusts the thresholds on a schedule. Then the county and, in most places, the city add their own local REET to the whole price. A Bellevue sale and a Spokane sale at the same price pay different totals, and two Bellevue sales at different prices pay different effective rates.

A seller net sheet that applies one percent, or one-and-a-quarter, or whatever a national template hard-coded, is wrong on every sale above the first tier, which in King County is most of them. Ours computes each tier on its slice of the price, adds the local REET for the jurisdiction, and shows the arithmetic the way the excise tax affidavit will.

That is the number a Seattle listing agent checks first, and it is the number that decides whether they send the next file.

Puget Sound, Spokane, Vancouver and the peninsula

King, Pierce and Snohomish counties are the Puget Sound market: high volume, high prices, hundreds of escrow officers competing on Realtor relationships, and a site whose job is to be the fastest agency to open a file with. Spokane is a different market with its own agents and a large share of buyers from the west side and from Idaho. Clark County around Vancouver is a Portland-metro market whose agents work across the river into Oregon, where there is no excise tax at all. Thurston around Olympia and Kitsap across the water are steadier and more local.
