Nebraska’s custom of splitting the owner’s policy is unusual enough that buyers and sellers from neighboring states get it wrong in both directions. Iowa sellers expect to furnish the abstract and pay nothing toward a policy; Kansas and Missouri parties have their own customs. The listing agent ends up explaining Nebraska at the kitchen table.
A seller net sheet that carries half the owner’s premium at your filed rate plus the documentary stamp tax, and a buyer cash-to-close that carries the other half plus the lender’s policy, makes that explanation a printout. Both carry a switch for the deals where the parties negotiate it differently.

Omaha is a two-state metro; the rest of Nebraska is not
Douglas and Sarpy counties are one market with Pottawattamie County, Iowa, and the agencies that close in Omaha close in Council Bluffs too. Iowa does not allow private title insurance; it runs on abstracts, attorney opinions and Iowa Title Guaranty, which is a different product with a different fee schedule. An Omaha site that cannot explain and price an Iowa closing sends those files across the river to an agency that can.
